This advisory document is the report from the Rental Housing Supply Roundtable. In it contains proposals for the production of new rental housing in Manitoba. These proposals are the result of discussions Roundtable members engaged in beginning in June, 2011.
Thanks to the hard work and effort of some experienced REALTORS® who have had real life experience in the workings of our rental housing market and also know first hand the impact of the lowest rental vacancy rate in the country on resale housing, a discussion paper has been produced. It not only identifies problems but attempts to put forward a number of solutions. Far from being the final word on this subject or arriving at definitive answers, this paper should at minimum cause all housing stakeholders to realize we need to address the rental shortage with a greater sense of urgency and action.
Encourage our young people to stay in Manitoba by offering them a first time home buyer exemption like B.C. or Ontario. Alberta and Saskatchewan do not have a LTT. Adjust current Provincial Land Transfer Tax brackets and tax percentages to reflect more accurately the current housing market.
The WinnipegREALTORS® Association (formerly the Winnipeg Real Estate Board) is pleased to present its views and opinions on the proposed By-law 200/2006 zoning by- law being considered today at this public hearing. This draft by-law applies to the entire City of Winnipeg with the exception of the downtown.
The Winnipeg Real Estate Board has been a long-time advocate of the need to address the acute shortage of multi-family units in the city. Many areas of the city have virtually no vacancies and this is a real concern now and going forward if we want to provide adequate housing for all Winnipeggers. This includes new immigrants that the Province covets as part of an ambitious program to not only maintain and even increase our population but to provide much needed skilled labour and trained professionals for key sectors of our economy.
First, it is our intention in the limited time we have to raise some questions, state a number of points and offer up an alternative position to the City of Winnipeg Charter provision that entitles you to confiscate a property, and as you state, make Winnipeg the only jurisdiction in North America where a property can be taken without compensation.
