The Honourable Janice C. Filmon

Manitoba's 25th Lieutenant Governor

On September 23, 2026, the Honourable Janice Filmon C.M., O.M., L.L.O, was recognized as the 52nd inductee into the Winnipeg Regional Real Estate Board’s Citizens Hall of Fame. Filmon was honoured for her decades of public service, philanthropy and volunteer leadership that has helped shape what it means to be a Winnipegger and a Manitoban.

“As Manitoba’s 25th Lieutenant Governor, the second woman to hold the position, Filmon served as a visible and compassionate leader who advocated for humanitarian causes in Winnipeg and across Manitoba,” said Cliff King, Chair of the Winnipeg Regional Real Estate Board’s Citizens Hall of Fame Selection Committee. “This advocacy began long before her service as Lieutenant Governor, as evidenced by leadership roles that promoted health, education, young people, and cultural development. Her dedication to these causes is rooted in a strong pride in being from Manitoba and a passionate belief in the power of individual effort and teamwork to elevate community spirit while working toward better outcomes for her fellow Manitobans.”

Over the years, Filmon has accepted leadership roles as the Founding Chair of the Nellie McClung Foundation, Chair of the CancerCare Manitoba Foundation, and Co-Chair of Leadership Winnipeg. She also led important campaigns, such as the $26 million Foundations for Health initiative, and Festival Chair for the 1999 Pan American Games. She has been active on many local boards, including Manitoba A.L.I.V.E., the Winnipeg Airport Authority, Reh-fit Centre, PRIDE – Canada’s Adolescent Drug Awareness Program, Winnipeg Festival of Trees, Federation of Junior Leagues of Canada, Manitoba Heart Foundation and the Arthur V. Mauro Centre for Peace and Justice.

Filmon has received many dedications and honours including her induction to the Order of Canada, induction into the Order of Manitoba, recipient of the Ben Gurion Award in partnership with her husband, the Honourable Gary Filmon, recipient of the Guardian Angel Award from CancerCare Manitoba, named a Paul Harris Fellow by the Rotary International Foundation, received the Peter D. Curry Chancellor’s Award and Co-recipient of the Distinguished Alumni Award from the University of Manitoba, recipient of the Winnipeg Press Club Award, Award of Merit from B’nai Brith Canada, and the Ronald G. Calhoun Science Ambassador Award from Partners in Research.

“I’ve known Janice as a friend and volunteer for years, and her legacy is defined by vision, energy, community engagement, compassion and love – the true spirit of public service,” said Lila Goodspeed Everett on behalf of the group of nominators. “Many individuals and organizations supported this nomination. Janice’s talent for inspiring others is well-known. She energizes both action and emotion, and her efforts continue to inspire new generations of civic leaders, young people, and volunteers across Manitoba and outside Canada. Janice has brought distinction to Winnipeg through a lifetime of service, creativity, and leadership, and her lasting contributions continue to enrich the fabric of our city and inspire its citizens.”

A bronze bust of Hon. Janice Filmon sculpted by local artist Madeleine Vrignon was unveiled at an induction ceremony today with family, friends and honoured dignitaries in attendance. The bust will be installed in the Assiniboine Park Conservancy Citizens Hall of Fame site featuring a plaque containing a QR code, allowing visitors to scan and read her accomplishments.

The Citizens Hall of Fame was founded by the Winnipeg Regional Real Estate Board in 1986. The criteria for induction to the Citizens Hall of Fame requires that the individual must have brought recognition to Winnipeg or have made outstanding contributions to the quality of life and development of the city. The inductee’s achievements may be local, national, or international in scope.

Located within Assiniboine Park, this unique award program proudly displays the likenesses of Winnipeg luminaries such as Carol Shields, C.C., O.M., F.R.S.C., Terry Fox, C.C., and The Honourable Murray Sinclair, C.C., and recognizes the individual contributions citizens have made to help establish and evolve Winnipeg as a city of diversity, humanity, and accomplishment.
